Appellants are a national labor union which is party to a collective bargaining agreement with the United States Postal Service, and a local of the national union located in Ohio. For convenience, appellants hereinafter will be referred to collectively as "the union." In 1982, the Union filed suit to obtain review of two arbitration decisions concerning disciplinary actions taken by the Postal Service against an employee who was charged with, and subsequently pleaded guilty to, trafficking in marijuana. After holding an evidentiary hearing, the District Court ruled, contrary to the Unions' contentions, that the Postal Service had complied with the initial arbitration award in favor of the employee, and that the second arbitration decision upholding the subsequent discharge of the employee should be sustained. On appeal, the Union seeks reversal of both rulings.
